Invites the Commission to propose a legal framework for services concessions that would ensure transparency, effective judicial protection for bidders and legal certaintyWelcomes in principle any initiatives for concessions which would contribute to the opening of markets and the strengthening of competition; points out that a European legal framework for services concessions can only lead to more transparency, legal certainty, savings for local authorities and enhanced quality if certain conditions are met; fears, however, that an overarching European set of rules would lead to the preferential award of concessions to public establishments and mixed-economy undertakings and would not take sufficient account of the differing market structures and needs of economic operators in the various sectors and Member States; calls, therefore, on the Commission to observe the subsidiarity principle and refrain from submitting a legislative proposal on services concessions;
