Recalls that Article 13 of the Treaty is of general application and as such is equally as important as the environment or consumer protection; stresses that, consequently, the EU’s strategy on animal welfare must include initiatives and actions to promote the welfare of all animals in all policy areas, in particular environment, climate change, competition and trade policy;
