Whereas the Council of Europe and the European Union reaffirmed their commitment to strengthen their cooperation in areas of common interest, in particular the promotion and protection of pluralistic democracy, the respect for human rights and fundamental freedoms and the rule of law; to make full use of the specialised bodies such as the Venice Commission; and to develop appropriate forms of co-operation in response to new challenges;

Calls on the Commission to address Parliament's repeated request and propose an effective mechanism for the regular assessment of Member States’ compliance with the fundamental values of the EU, as set out in Article 2 TEU, providing a basis for an early warning toolcrisis situations with appropriate interventions should systematic breaches of the principles of democracy and rule of law occur, and should the appropriate checks and balances fail to function in a Member State; as well as a regular assessment of Member States' compliance with the fundamental values of the EU, as set out in Article 2 TEU, providing a basis for an early warning tool;

5. Calls on the Council and the Member States to assume fully their responsibilities in relation to fundamental rights, as enshrined in the Charter and the relevant articles of the Treaties, in particular Articles 2, 6 and 7 TEU; believes that this is a pre-condition if the EU is to deal effectively with situations where the principles of democracy, rule of law and fundamental rights are curbed by Member States; calls for a role for the European Union Agency for Fundamental Rights in this mechanism, as well as for guidance to be drawn from the existing work of the various bodies of the Council of Europe;
