Emphasises that a harmonised and effective approach to checks is essential for the transposition of the social rules in road transport (Regulation No 581/2006 and Directive 3821/85/EC), which are enormously important for road safety; calls once again on the Commission, therefore, to act on the demands made by Parliament in its resolution of 18 May 2010 on penalties for serious infringements against the social rules in road transport;
