Calls on the Commission to take legislative action with the aim of setting up a European protection framework for whistle-blowers as soon as possible; considers that whistle-blowing plays a central role in the fight against fraud and corruption as it is one of the most effective ways of halting and preventing wrongdoing from occurring, or uncovering it if it already took place;
