To evaluate whether an incident has a significant impact on the security of the core services public administrations and market operators provide, the following criteria shall especially be taken into account: (a) the number of users dependent on this core service that are affected by the incident; (b) the intensity of the damage caused to those users; (c) the duration of the incident; (d) the economic and social impact of the incident; (e) the impact on users' personal data, if concerned.
