Takes note of the European Court of Auditors' recent special report on the establishment of the EEAS published on 30 June 2014 and its recommendations to enhance the EEAS's added value and efficiency, such as working with the Commission to mitigate the impact of the rigidity of its financial and staff regulations on the efficiency of EU delegations in order to devote more resources to political tasks.
