Continues to be deeply concerned about the polarised domestic climate and the boycott of parliamentary activities by members of the opposition; urges again all political forces to re-engage in constructive cooperation within the Montenegrin parliament; calls for further reinforcement of the parliament’s scrutiny of the accession process and capacity for budget oversight; insists repeatedly on the need for a due follow-up on the ‘audio-recording affair’; expresses concern at the use of force during opposition demonstrations against the policies pursued by the regime in power;

9a. Expresses concern at the continuing high volume of cigarette smuggling through Montenegro; calls on the Montenegrin authorities to make the fight against that smuggling a top priority, because the proceeds are funding organised crime groups and terrorist networks; expresses alarm at the newspaper investigations which have confirmed that between 2013 and 2015 3.5 million kilogrammes of cigarettes were smuggled between the Montenegrin port of Bar and ports in Libya under the control of Daesh or al-Qaeda forces;

While noting favourable economic developments, urges the new government to launch further structural reforms with a view to improving the business and investment climate, including measures aimed at reducing the informal sector, and to pursue efforts to diminish state involvement in the economy; calls for the rationalisation and restructuring of public spending, as well aexpresses concern at the substantial government deficit and the very large trade deficit, and calls for intensified efforts to strengthen the rule of law and contract enforcement;
