Recalls the need to support EU customs policy and underlines that the simplification of customs procedures and effective enforcement of customs systems are essential to combat fraud and transnational crime and drive competition; stresses that an adequate budgetary envelope is necessary with regard to the Union Customs Code (UCC) implementation and the development of interoperable IT systemto guarantee swift implementation of the Union Customs Code (UCC) and ensure that all the interoperable IT systems required are set up in the Member States;
