(ba) where the technical specifications for rail systems used in public passenger transport by rail differ considerably from traditional standards and where only a few candidates are likely to be interested in the tender procedure. To ascertain the potential number of candidates, the competent authority shall first publish a call for expressions of interest, in line with the customary formalities for public procurement.
