(24a) All proceeds from the FTT should be allocated to the Union budget so that the budget benefits the political ambitions of the Union to a greater extent and the Union’s dependence on national contributions is reduced.

(24b) On fairness grounds, the proceeds from the FTT should be used to reduce the contributions of only the Member States participating in enhanced cooperation, in proportion to their contributions’ share of all contributions to the Union’s budget from the Member States participating in enhanced cooperation.
