Welcomes the proposal to extend the scope and reinforce the Union's Civil Protection Mechanism; is of the opinion that strengthening the Union Civil Protection Mechanism is of utmost importance in order to provide a more rapid and coherent response in the field of civil protection at a Union level, in the areas of prevention, preparedness and response to natural and man-made disasters within and outside the Union;
