Highlights that the ongoing revision of the Financial Regulation is an important opportunity toshould adapt the rules governing budgetary instruments to current circumstances, whereby external assigned revenue, borrowing and lending operations, trust funds and instruments under Article 122 TFEU are being used with greater frequency despite often bypassing the scrutiny of the budgetary authority and thus diminishing the traceability of funds and accountability; points, in particular, to the declaration on reassessing the external assigned revenue and borrowing and lending provisions in the Financial Regulation that was agreed in the context of the MFF negotiations; considers that external assigned revenue, as well as assets and liabilities linked to borrowing and lending operations, should form an integral part of the EU budget and be adopted by the budgetary authority as part of that budget;
