Regrets the fact that many higher education institutions are underfunded and the significant reduction in public funds for these institutions in some Member States; reiterates that higher education has the potential to promote social inclusion and upward social mobility; calls on Member States and higher education institutions to widen access for students from all social backgrounds and to recognise multiculturalism and multilingualism as a fundamental value of the EU that needs to be fostered;
