Stresses that a coherent spectrum strategy, including national roadmaps, is needed in order to meet the challenges of 5G, addressing human, machine-to- machine (M2M) and Internet of Things (IoT) communications at various levels: connection speed, mobility, latency, ubiquity, duty cycle, reliability, etc.; and ensures a smooth transition period toward 5G within all Member States;;
