Recalls that gender equality and human rights are fundamental values of the European Union, enshrining, therefore, principles that apply to all its policies, particularly common foreign and security policy; in this connection, gender should be mainstreamed in all the EU’s external action, particularly in the context of cooperation with third countries and other regional and international organisations, from conflict prevention and resolution and humanitarian aid to development;
