Emphasises that EU rules on State aid must be geared to achieving the objectives of fairness and social cohesion and the goals of the Europe2020 strategy; regards it as important, therefore, that State aid should be used to invest in the real economy and foster the concentration of resources in key sectors, such as research and innovation, particularly in the digital economy, infrastructure development and measures to achieve climate and energy policy objectives;
