Emphasises the importance of the structural funds, in particular the European Social Fund, as a key tool for assisting Member States to combat poverty and social exclusion; calls on the Member States for more co-funded actions to support services such as care facilities for children and for elderly and dependent persons, also by testing new forms of public-private organisational and financial cooperation and new arrangements for such cooperation;

Welcomes the establishment of a European microfinance facility for employment and social inclusion; calls in this framework for specifically tailored actions, in particular technical assistance and back-up measures, oriented towards ensuring increased access and availability of microfinance for women who face difficulties entering the labour market or want to establish themselves as self- employed workers or launch their own micro-enterprises;
