Notes the importance of SMEs to the European economy and calls on the European Commission, together with the Member States, to improve the SME test so as to reduce the bureaucracy and administrative overheads to which they are subject; to ensure it is applied consistently and coherently across all relevant policy areas and is incorporated into the overall assessment of a proposal, not simply published as a stand alone piece of additional information, so as to reduce the bureaucracy and administrative overheads to which they are subject; Calls on the Commission for a review of all directives and regulations which impact negatively on SMEs and to submit a report with recommendations by June 2012;
