Recalls that Article 13.1 of the Audiovisual Media Services Directive (AVMSD) obliges Member States to ensure that on-demand service providers promote European works; stresses that this provision has been implemented in a diverse manner with different levels of legal requirements, and that this could result in providers establishing themselves in Member States with the lowest requirements; stresses that this provision has been implemented differently in Member States, and the Commission should ensure that these approaches are all in conformity with the provisions laid down in the Directive;
