Is deeply concerned about the fact that between 2010 and 2014 investment in education and training fell by 2.5 % in the EU as a whole; stresses that properly resourced public education systems are essential for equality and social inclusion and for meeting the targets set by SDG 4; nevertheless underlines that education remains a Member States' competence;
