Points out that social business does not necessarily need to be not-for-profit; underlines, at the same time, the social value provided by welfare organisations and the need to preserve it; stresses that social businesses contribute to solidarity and social principles by reinvesting their profits in their primary objectives rather than distributing profits to their owners, members or shareholders; redistribution should be limited and only take place in exceptional circumstances not undermining the primary objectives;

12. Stresses that mutual societies should, by means of a European statute, be recognised as a distinct and important actor within the European economy and society; underlines the benefits of a European Statute which would allow cross-border activity of mutual societies without leading to their demutualisation, contribute to the recognition of their social contribution especially regarding the high quality of the social and health services provided, the respect of the solidarity principle and equal access to services, allow activities of mutual societies in Member States where they do not yet exist (mainly in the new Member States) and compensate by better legal conditions for increasing financial pressure on own fund requirements; underlines that already existing statutes, such as the European Cooperative (SCE) or the European Company (SE), are not suitable for mutual societies due to the differences of their business models;

Calls on the Commission and the Member States to institutestudy the advantages and disadvantages of creating a ‘social label’ to be awarded to social enterprises, to ensure better access to public procurement; the enterprises bearing such a label would have to be regularly monitored regarding the respect of the provisions set out in the label, so that social labels do not help to conceal unsocial or unsustainable business- practices;
