Regrets that the EU has no explicit competence regarding minority issues, but recalls that minority rights are guaranteed under the Charter of Fundamental Rights of the European Union; recalls that the EU has a special duty to take care of the more than 50 million people belonging to national or regional minorities who live on its territory;
