2. Serious infringements by operators of the rules of the Common Fisheries Policy following the granting of Union financial assistance shall result in temporary or permanent bans on access to the Union financial assistance and/or the, application of financial reductionspenalties and the repayment, in whole or in part, of that previously granted Union financial assistance. Such measures shall be proportionate to the nature, extent, duration and repetition of serious infringements.
