Finds it regrettable that the Commission has based all decarbonisation scenarios on the assumption of global climate action and has not carried out any analysis to identify the EU's ambitions in the event that global action is delayed; also regrets that the Commission has omitted to look into a scenario based on high levels of efficiency and renewable energy, which would be the most resilient to a higher oil price in the event that global action is delayed;
