Supports Recommendation 1903 (2010) of the Council of Europe Parliamentary Assembly to allocate a budget neutral 0.7 % of gross national income to ODA; calls on the EU to maintain this budget neutral commitment through the financing and implementation of the 2014-2020 European external actions instruments and European Development Fund and stresses that there should be no budget increase in this area;
