(i) stress the importance of Russia's full compliance with its international legal obligations and with the fundamental human rights principles enshrined in the European Convention on Human Rights and the International Covenant on Civil and Political Rights (ICCPR), both of which Russia is party to; recall that political pluralism, media freedom, independence of the judiciary, freedom of speech and assembly (including on the internet), and non- discrimination are the necessary preconditions for Russia's further development and modernisation;
