Notes that EU law does not currently provide a definition of food fraud and that Member States adopt different approaches; considers a uniform definition to be essential for developing a European approach to combating food fraud; stresses the need rapidly to adopt a harmonised definition at EU level, including elements such as 1) non-compliance with food law and/or misleading the consumer, 2) intent and 3) potential financial gain and/or competitive advantage;

Welcomes the Commission’s proposal to extend the scope of the Rapid Alert System for Food and Feed (RASFF) established by Regulation (EC) No 178/2008 to cover the fight against fraud, as suggested when the 2012 annual report on the system was published on 10 June 2013; takes the view that this would make it possible to remedy the shortcomings identified following the horsemeat scandal;
