Article 2a Loans from the EFSF, ESM or the Permanent Stability Mechanism shall charge interest based on cost with an appropriate risk premium. A ratcheted prepayment incentive may be included in the terms and conditions in order to incentivise early repayment of the loans and to facilitate the borrower's return to the capital markets.
