Underlines the importance of granting flexibility to Member States to move funds between the two pillars of the CAP, in order to address the challenges of rural areas in the most appropriate way; considers it is also important that the allocations of funds for pillar 2 are allocated not on an historic basis but according to an objective criteria at a European Level.
