Doubts whether voluntary initiatives are adequate for addressing UTPs and the acknowledged ‘fear factor’ in the supply chain arising from the imbalance of power between farmers and retailers; any changes to the current framework require an appropriate promotional and educational initiative to inform farmers.

Notes that several Member States have initiated actions in national law to address the concerns of primary producers regarding the negative impact of UTPs; asks the Commission to assess these national efforts with a view to selecting best practices for application at EU level; notes in particular the Groceries Code Adjudicator in the UK as a potential model for adaptation at EU level; the model in the UK fails to fully address the challenges and does require a wider remit to address farmers concerns.

(1) Notes that in some member states, Country of Origin labelling is used to restrict imports of food from other EU member states, therefore the Commission must be called upon to investigate such unfair practices.
