Recalls that, in order to help Europe recover from the crisis and come out stronger, the Europe 2020 strategy for a smart, sustainable and inclusive growth must be at the centre of the 2012 EU budgetary strategy for 2012 and believes that advancing the Europe 2020 Strategy will require careful selection of policy instruments and objectives;
