"carrier bags" shall mean bags which are supplied to consumers at the check-out to facilitate carriage of goods and products, with the exception of bags necessary for hygiene purposes intended to contain unpackaged foodstuffs or food and beverages that are intended to be consumed immediately after or very shortly after purchase.'
