3. Notes that in 2013, the Centre had a positive budget outturn which, when added to the negative outturn from previous years, resulted in an overall positive balance of the outturn; notes that, as a result, EUR 2 012 975 has to be paid back to the Commission in 2014 regarding the 2013 budget; believes that this demonstrates that future budgetary planning for the Agency should account for a lower level of planned appropriations;
