(15) Through a progressive increase of the existing targets for preparation for re- use and recycling of municipal waste, it should be ensured that economically valuable waste materials are effectively re- used and effectively recycled, and that valuable materials found in waste are channelled back into the European economy, thus advancing the Raw Materials I. Recital 25
(25) Littering has direct detrimental impacts on the environment and the wellbeing of citizens, and high clean-up costs are an unnecessary economic burden for society. The introduction of specific measures in waste management plans and proper enforcement by competent authorities should help eradicate this problem. Attention should also be paid to preventive measures, as it is only through education, awareness raising and behavioural change that this major societal challenge can be addressed and overcome.

All requirements applied to extended producer responsibility schemes shall not disrupt business-to-business (B2B) markets, notably those dealing with commercial and industrial waste.

By 2020, in order to harmonise re- use and recycling targets stated in Article 11 paragraph 2 point (b) and in view of promoting the transition to a circular economy for construction and demolition waste, the Commission shall evaluate Member States’ implementation reports and the amount of construction and demolition waste used for backfilling operations, including the reprocessing of waste into materials that are to be used for backfilling, and propose a separate re- use and recycling target for construction and demolition waste which excludes backfilling operations. For recyclable waste, recycling should be the preferred option over backfilling according to Article 4 of this Directive.

For the purposes of calculating whether the targets laid down in Article 11(2)(c) and (d) and Article 11(3) have been achieved Member States may take into account the recycling of metals that takes place in conjunction withaterials recovered after waste incineration in proportion to the share of the municipal waste incinerated provided that the recycled metaterials meet certain quality requirements.
