Considers that the setting-up and functioning of the permanent stability mechanism should be brought as close as possible to the European Union framework, also making use, by analogy, of the institutional patterns of enhanced cooperation under Article 20 TEU as a means of involving the Union institutions at a preliminary stage and reassuring those Member States whose currency is not yet the euro or those Member States which have no legal obligation to adopt the euro; stresses that such a mechanism must take into account fully the needs both of the Member States in the euro area and of those Member States which have not yet adopted the euro or which have no plans to adopt it as their currency;
