Stresses the need for closer involvement on the part of the regional and local authorities, especially those having legislative powers, since it is they who are the best informed regarding their regions' potentialities and needs, thanks to the nature of their powers and their closeness to the citizens, and are best placed to contribute to the improved implementation of cohesion policy.
