(4a) The Treaty makes the conferring of implementing powers on the Commission conditional on the need for uniform application of implementing acts, whereby mechanisms for the Member States to control the Commission's exercise of implementing powers must conform to criteria of efficiency and consistency.

The EuropeanIn accordance with the principle of transparency, Parliament and the Council shall have access to the information on committee proceedings referred to in paragraph 1, in the same way as the committees. The information shall be supplied to Parliament and the Council at the same time and on the same terms as the committees.
