Favours initiatives on mobility, particularly for students and young creators whetherprovided they are qualified or not, as well as the development of residencies and workshops for artists, and calls onrecommends that the Member States to remove barriers to free movement, particularly with reference to exchanges between EU artists and between EU and non-EU countries; calls on the Commission to ensure that the right to free movement can be exercised;
