Stresses that education, training, research and innovation are key instruments to foster the development of the EU and make it more competitive in the face of global challenges; is of the opinion that there must be regular investment in these fields and that innovation in particular should be measured by its resultss well as a regular assessment of the progress made on the basis of the results achieved;
