Reiterates that the EU and its Member States should support Afghanistan in the construction of its own state, with stronger democratic institutions capable of ensuring national sovereignty, state unity, territorial integrity, sustainable economic development and the prosperity of the people of Afghanistan, anda federal model of decentralized government in Afghanistan; believes that this would make international cooperation easier and ensure respecting for the historical, religious, spiritual and cultural traditions of all ethnic and religious communities in Afghan territory;
