Backs the Commission in its intention to confer responsibilities for authorising European and third-country clearing houses on the European Securities and Markets Authority (ESMA); and is in this context of the opinion that the current banking regulation offers a good basis for the approval of CCPs and therefore every CCP should have a banking license;
