Calls on the Commission to provideUnderlines that proportionality is a guiding principle by which the European Institutions, the European supervisory authorities and SSM are bound when developing and implementing regulations, standards, guidelines and supervisory practices; calls on the Commission to provide, in agreement with the co- legislators, further guidance to the ESAs and ECB/SSM on how the proportionality principle should be applied;
