Unless otherwise provided for in this Regulation, the law applicable to the succession as a whole shall be that of the State in which the deceased had their habitual residence for at least two years at the time of their death.

In all other cases the law applicable shall be the law of the State of which the deceased was a national at the time of death. That law shall also be applicable if the deceased was habitually resident in more than one State.

Where it is manifestly apparent from all the circumstances that the deceased’s closest links were to another State, the law applicable to the succession as a whole shall be that of the latter State.
