Points out that the EU is responsible for establishing a clear and administratively straightforward legal framework for awarding authorities, whilst the arrangements for the provision of public services are a matter for local and regional authorities, so that national, regional and local authorities must be granted sufficient flexibility and leeway to enable them to stimulate job creation at local, regional and national level;
