Points out that growth, job creation, research and development are concentrated in Europe’s towns, cities and urban regions and that many European towns and cities, particularly those which are expanding rapidly, face major social challenges; calls on the Commission and the Member States to support towns, cities and urban regions in overcoming these challenges, which include, in particular, high unemployment, rising social inequality and poverty as well as the need to promote integration and provide public infrastructure;
