Emphasises that an efficient transport policy requires adequate funding, and that a transport fund might financial framework that is appropriate to the challenges presented and, to that end, the current resources should be increatsed using, inter alia, existing funds. Considers the following to be necessary: a. creation of a transport fund with funds over and above those already included in the EU budget, combining part of the structural and cohesion policy funds and PPPs or other financial instruments; such a fund should be used to improve infrastructure and support the TEN-T network projects, support research and promote the implementation of intelligent transport systems and should be guided by award criteria which take account of environmentalfficiency in terms of the environment, territorial cohesion, social policy and security efficiency; b. a budget commitment under the financial perspective for the transport policy; c. the possibility that, in the framework of the Stability and Growth Pact, and with a view to promoting sustainability in the medium and long term, investment in transport infrastructure that improves the competitiveness of the economy in the long term be exempted from the calculation of the public deficit, as long as the European Commission has previously approved it;
