NotStresses the need for increasing transparency in the wholesale markets and notes the absence of a coherent regulatory oversight of wholesale markets; welcomes, in this context, the announcement of the Commission to present a proposal on transparency and integrity of traded energy markets; underlines that in order to achieve these goals in principle one single supervisory authority should take the responsibility for energy and emissions trading at national level, cooperating closely with other authorities of the relevant Member State and similar bodies of other Member States;
