NotStresses the need for increasing transparency in the wholesale markets and notes the absence of a coherent regulatory oversight of wholesale markets; welcomes, in this context, the announcement of the Commission to present a proposal on transparency and integrity of traded energy markets; underlines that in order to achieve these goals in principle one single supervisory authority should take the responsibility for energy and emissions trading at national level, cooperating closely with other authorities of the relevant Member State and similar bodies of other Member States;

Calls on the Member States to agree on a common methodology for measuring national energy efficiency and savings targets and monitoring progress on achieving these targets; stresses that binding legal targets can only be included once a common methodology is agreed of 20% energy saving by 2020 should be adopted and enforced immediately;
