In accordance with the principle of proportionality, as set out in that Article, this Regulation does not go beyond what is necessary in order to achieve that objective,

The failure to complete actions to fulfil an ex ante conditionality by the deadline set out in the programme shallmay constitute a basis for suspending payments by the Commission.

They shall also set out actions taken to fulfil the ex-ante conditionalities, for the association of economic and social partners, and any issues which affect the performance of the programme, and the corrective measures taken.
