Underlines that it is important to clearly assess the possible risks with increasing the involvement of the private sector and that therefore clear criteria for supporting private sector projects should be defined, along with strong impact assessment mechanisms which should be developed to ensure that private sector investment is both sustainable, in line with agreed upon international development goals and does not lead to moving back to tied aid;
